The previous two-dustbin system (wet/dry) is replaced by a four-dustbin system to boost waste processing and reduce pollution.

Waste categories: Green (wet), Blue (dry), Red (sanitary), Black (hazardous/special).
•
Sanitation workers can refuse unsegregated waste; special four-compartment vehicles will prevent mixing during transport.
•
The "polluter pays" principle applies, with fines for non-compliance, especially for large waste generators.
