Haryana Approves Decentralized Water Supply Model for Rural Areas
•Haryana Cabinet greenlights a decentralized, participatory, and sustainable model for rural drinking water supply, aligning with Jal Jeevan Mission.
•New O&M policy establishes and empowers Village Water and Sewerage Committees (VWSC) under gram panchayats through a government-community partnership (GCP) model.
•VWSCs will handle operation and maintenance, including water supply, head works maintenance, fault repair, monitoring, and revenue collection.
•Public Health Engineering Department (PHED) will provide technical support, capacity building, and retain responsibilities for electricity charges and new infrastructure.
•Policy aims to increase revenue collection, incentivize panchayats with additional funds, and reduce grievance redressal time, starting implementation from April 2026.
