Haryana Approves Decentralized Water Supply Model for Rural Areas

• Haryana Cabinet greenlights a decentralized, participatory, and sustainable model for rural drinking water supply, aligning with Jal Jeevan Mission.
• New O&M policy establishes and empowers Village Water and Sewerage Committees (VWSC) under gram panchayats through a government-community partnership (GCP) model.
• VWSCs will handle operation and maintenance, including water supply, head works maintenance, fault repair, monitoring, and revenue collection.
• Public Health Engineering Department (PHED) will provide technical support, capacity building, and retain responsibilities for electricity charges and new infrastructure.
• Policy aims to increase revenue collection, incentivize panchayats with additional funds, and reduce grievance redressal time, starting implementation from April 2026.
