Delhi utilized only 46.6% of its health budget by December 2025, despite three-fourths of the financial year being over.

The Public Accounts Committee (PAC) flagged persistent issues of delayed spending and last-minute fund utilization across government departments.

No clear roadmap exists to increase health expenditure towards the 2.5% GSDP target, as recommended by the National Health Policy 2017.
•
Out of Rs 12,826 crore allocated, Rs 6,866.56 crore remained unspent by December 2025, indicating significant underutilization.
•
The PAC urged the finance department to establish strict timelines and guidelines to prevent last-quarter rushes and unspent funds in future.
